GAND crab, or "ransomware as a service," made $2.5 million-a-week from infecting companies and collecting decryption keys for victims. Some of these people who used GAND crab as a service got arrested in different places in the world because extorting people and companies is illegal. The US has no jurisdiction or a way to work with Russia to arrest these people. And Russia doesn't seem to care too much if it's not attacking Russian companies.
