In 1934 Joseph Breen was hired to run Hollywood's production code administration. The PCA had the authority to review all movies and demand script changes. Any theater that ran a film without the PCA seal of approval would be fined $25,000. There is no room on the screen at any time for pictures which offend against common decency.
