When did the conflict with russia ramp up again, i think it's very fundamental to think about that. It looks to me like when he came to power, he had some real openness to to the west and to geting along with the west. After september eleventh, he was very vocally supportive of the west. Didn't complain, put military basis, temporary military bases in central asia,. which have been seen as their sphere of influence.
