The idea of addiction is super flat and I think people learn differently but there are still a large group of people that feel like if you try a drug once then you're hooked forever. The ONDCP mandate was really to make it as scary as possible also shaped the way that we see people who use drugs. It reinforces this idea that people choose drugs over others right their family, teams these other things that really connect to this moral underpinning that these people are bad  and the bad things that happen to them are because they use drugs not because of any other thing.
