The Evolution of Foreign Policy in Syria
The idea that somehow a small American force out in the desert of eastern Syria is going to influence the course of events in the larger country of Syria, I think, is ridiculous. People who argued that we had this would give us leverage have been shown to be wrong. And how you achieve an enduring defeat of ISIS when you can't get at them in central Syria, I genuinely do not understand. The recruitment is a result of bitter political divisions, social problems in that part of Syria. And the Americans can't fix that.
