The Palazzo-Vedoni Pact was taken a step further in 1926, with the introduction of what was known as the Racco Laws. This resulted in a union being created for each industry, one under the control of the state; strikes and other labor actions were outlawed. Real wages for workers would continue to decline until 1936, with some sectors of the economy put under much harder decline than others. For many, subsistence was life, and consumer spending remained very low. The push for a higher birth rate caused the regime to try and alter how women were viewed within society.
