Charles's Reluctance to Take on the Zitenvender?
The once-in-a-generation tectonic shift in security architecture that he described a few months ago, seems very quickly to have gone back to a fairly traditional position. Does that speak of any greater reluctance or that his initial analysis was somehow wrong, do you think? I think it's probably fair to say that Charles is more on the reluctance side and that he is driven both by external pressure and by pressure from within the coalition. So the shift will probably happen sooner than later, but it's unnerving to see that it still takes so much reluctance.
