What's the Difference Between SaaS and Open Source?
Pulumi is an open source, cloud-based state management system. It's available as a SaaS or self-managed offering for both enterprises and small businesses. Pulumi doesn't have locking in its backends like Terraform does; this will be implemented by the end of March. But everything that you can do in the SaaS for your state management, you can also do in the open source backends minus the locking.
