Jen Palka: We have let government sort of accumulate, by which I mean like policies and processes and technology have come down over time in like archaeological layers now. She says we don't really value the discipline of design, service design, technology design. "Government is starved by design that we're intentionally keeping resources from it to make it work," she says.
