The inverted U describes how athletes easy paces often get faster as they start out. Being able to run faster all the time is a good proxy for fitness at first. As an athlete starts, particularly at younger ages, they're often aerobically limited. Faster easy runs are major aerobic stresses with tons of time around and above aerobic threshold. They can cause a significant stress buildup that accumulates over months and years.
