The game is about timing the gear, those two interlocking gears. You can't affect how they coincide now; you can only try to make them coincide in the next turn or the next two turns. There's a really nice tension there where you're often gaining technologies from other players. The higher you rate your engineering, the more likely it is that you'll sell last.
