Not every M1 iPad Pro has 16 gigs of RAM. Virtual memory just means that the addresses that your program is using are not addresses in RAM. Every process gives its own gigantic virtual address space of a given size. The big beefy iPads do support swap. But I feel like, you know, okay, virtual memory has been supported since like the 386.
