I think beginning conlangers, people who aren't used to thinking about language deeply is getting stuck on or getting tripping over form and function as being identical somehow. So a textbook like the one I'm writing does try to do the broad brush view of all the constructions that you really need to capture if you want to have something that starts to look like a general purpose communication system.
