The Need for More Devolved Governments to Reduce Emissions

74% of our members are reducing their emissions per capita emissions faster than their respective nation states. The quarter that are not, mostly it's either we haven't got data to be certain about the answer or they've reduced their emissions so much in the previous decade. They're not at the point now when you can have those really big big reductions. So I think there's a need in the case and they should be, the big cities should be going faster. But at the moment they're not going quite as fast as they can because they're stretching their powers to the limit.
