If we are serious about distinguishing between people in power and attack dogs, then one has to accept as an implication that the lower ranks are not to be regarded as responsible for what they do. That takes us back to the nuremberg defence, which i think has been so comprehensively rebutted that it's not on the table any more. And i would say something very similar about intelligence agents. But that's interesting, because i can see how is very convincing in terms of soldiers, but with intelligence agents, you only know what you need to know if you are at the lower levels. It would compromise the whole system if you were caught and had to reveal that.
