In 1931 in the Japanese controlled Manjuria, the Japanese military stages sort of attack on one of their real roads if I remember correctly. And it's not even that big of a attack or sorry, it's staged by the Japanese military. And it doesn't cause major damage, but the military then uses that justification to invade the rest of China without permission from the emperor or with the rest of the civilian government. So basically what you have is these political factions in Japan who are like trying to control the Japanese policy.
