Localized Bargaining

Beijing would frown upon this localized bargaining process because it would violate all the norms of Leninist discipline and hierarchy. But I think the central government has a fairly amount of tolerance for this kind of behavior. There is no institutionalized mechanisms for Chinese localities to voice their policy demand in central government policymaking. So how can the central government heed information, heed local information to make good policies?
