The Unseen Twists in Hume's Argument

In the 1764 version of the essay, Hume is deeply pessimistic that there's any way out. He thinks it's too late, the debt is too great. And he's conscious that there are ways of irresponsibly defaulting that make the situation far worse. Any politician that refuses to honor obligations on that scale is a kind of tyrant. Thinking of the US state defaulting now and thinking of what would happen should give anyone pause.
