Stalepin's Answer to the Great Land Question

Stalepin believed that his land reform plan addressed both questions simultaneously. He wanted to create an entirely new class of industrious citizen farmers, whose work would improve the general productivity of the empire and lead to general prosperity everywhere. Stilepin argued that individual profit incentives were the missing ingredient to russian agriculture. It would be the only thing that would motivate russians to get better at what they did with their land. We'll talk more about here in a second.
