The Best Time to Address the Tech Debt

The best time to incorporate those things is as you're writing the code. It's much easier to keep your credit card paid off than it is to deal with it when it's maxed out. And so, yeah, that's why I kind of encourage people to bring this in as an iterative part of their day-to-day programming process.
