The Supreme Court for the most part is an appellate court. Almost everything it does is hearing appeals from rulings of inferior, whether state or federal courts. Congress exercised that control in a way that basically gave the justices zero discretion over their docket. The dirty little secret is Congress has an awful lot of control over the Supreme Court's appellate jurisdiction.
