Do We Have Free Will With Everything Except for Salvation?

I think Paul gets so frustrated here in chapter three because clearly they're not daily repenting. The Bible is chock full of stories where, you know, one day we're like, God is the best. And then hey, let's make a golden cow statue. So it begs the question: Do we have free will and everything except for our salvation? Because again, I go back to whenever John MacArthur wrote that open letter to Governor Gavin Newsom,. He was admonishing and basically begging Gov. Gavin Newsom to accept Christ but everything in that final paragraph were like action verbslike he needed to do something.
