Is India a Tourism Super Power?

Tourism has not done well in India, but there is tremendous potential for the country. The problem is when it's local shopowners and business owners who benefit, the politicians kind of feel left out. So one hopes that india unlocks the tourism potential it has. And that would be great for the for the country, for india's soft power.
