The Problem With Korean Envoys

Emperor Chagang sends envoys to the International Peace Conference at the Hague. They are not recognized because Korea is considered a Japanese protector. One of the delegates, Yi Yiwi Zhang, was allowed to make a speech called a plea for Korea. That's what the Japanese resident general uses as a pretext to depose Emperor Ko-jong in July, 1907.
