The Importance of Power in the History of the World

In the West, in Western Europe, a ecclesiastical institution came into existence which made it its business to see that the state didn't go as far as it wanted to. What happened in the East was different. The Greek church fell into the total control of the state. There's no more chance of liberalism coming up originating in Russia or in Byzantium than there was of originating in India, China. It just doesn't happen.
