I think it was like internal like democratic machinations. The letter quotes Joe Biden extensively and applauds him for saying we want to avoid a conflict with Russia because that would be really, really bad. Ukrainians are very clear about this. What they want is not what necessarily the people who are saying we should negotiate want. They say, well, you know, why don't you just give them Crimea, maybe a little bit of the Donbas or something? And there is a lot of polling that suggests this is true.
