The idea that you might be given a fake vaccine was already out there in the end. And so they just felt safe with zero COVID. There was just no sense of urgency. I mean, there really were a lot of elderly people who just kind of thought this could keep going and were not really thinking through the fact that this was going to have to end at some point. It gave people the hope that things were going to gradually open, but had the sort of perverse impact that as the number of cases went up and instead things closed down.
