Is the NSS a Novel?

I think if this document had been able to come out earlier in the year, maybe it wouldn't seem like so much a repetition of talking points already sort of stated on the China angle. I agree with you that there's not necessarily anything shocking or new in that. It also doesn't quite answer some of the questions I think a lot of analysts have about, okay, well, how do you achieve cooperation at the same time that you're kind of competing also? And I think the document recognizes the tension between those two, but it sort of is up to time to tell how that's managed.
