Flutter generates PWA manifest for you so if you're running Chrome you have like a one-click button to install your app as a PWA app. All of these platforms do still run web so if you want to target those users you can still do that through web. It then depends what kind of app that you have in our case or app it facilitates a service but people don't pay for the app people pay for the service. The tricky thing about flutter desktop is that you if you need plugins now you have more platforms to target for those plugins.
