Is There a Crisis in Energy Policy?

The purpose of an energy policy, from a political point of view, is to have benefits to distribute that are visible and costs that are invisible. You cannot have a situation in which you appear to be distributing benefits unless there is a crisis. And therefore it has always been politically profitable to have crises. So i don't believe it's difficult to understand why you call it a crisis. The question is ther somehow or other, by trying to make have greater public understanding of the issues, we can make it politically unprofitable. Thank you.
