The History of Sparta
Sparta did not have the means to carry out an effective hegemonic imperial policy. Their city, their constitution and their spirit were remnants of old Greece. Sparta was so ill-equipped to be hegemon over a political union of all Hellenic states,. Not just those from the Peloponnese. They were sufficiently powerful enough to prevent a rival from achieving that too. The events of the preceding century will be that struggle between two superpowers. A conservative Sparta, and a democratic imperialistic Athens.
