JetBrains: A New IDE for C++ Development

JetBrains has released a new version of its Java-based IDE, fleet. C++ support was added to the tool and it can now be used with Clang or Gloomake. It doesn't do CMake yet so you have to create this compile commands JSON file. And hopefully in the future, it will also support CMake like Cline does.
