The History of Blackness in Louisiana

In 1970, Louisiana lawmakers passed a law that said people with one 32nd or less of Negro blood could not be considered black by public official in the state. That law was not repealed until 1983 - more than a decade after the civil rights movement and when some elder millennials were born. Wendy Gaudan: It's not completely surprising that these Republican officials in Louisiana are going in kind of the opposite direction in defining blackness.
