There were periods in the soviet union of massive violence. But parts of eastern europe, like chakosovachia, where s ecti very little violence. The prisons did not have an especially large number of political prisoners. What kept the system going is that people were expect to turn on dissidents and to avoid befriending them - even if they agreed with them.
