After World War I we're like oh national governments on their own can't actually govern in a way that keeps them from wanting to blow the whole world up and our technology is now so terrible that we can't have wars like this anymore. We try and create laws to bind multipolar traps you can't cut down trees in the protected area right in the national forest or whatever it is. If anyone makes a law that protects something against environmental destruction there's an economic interest to do environmental destruction.
