The Incompetence of the Local State
The expectations that the system places on its lower officers are expectations of responding not expectations of performance. The internal hierarchy of the state has got reified in such a way that it seeks legitimacy in this story of the inability of the local state and so it deploys hierarchy in a way that further undermines the dignity of the individual. I really wanted to be able to bring this out because I think it's a very important part of the conversation that we have to have about the state.
