Safe Haven Laws - Stop Baby Adoption and Infanticide

In Phoenix just this year you've had at least three cases of abandoned babies. Two babies died, one I think survived. Safe haven laws were introduced in the United States to stop baby abandonment and infanticide. Legislation first appeared in Texas in 1999, a response to a spike in baby deaths. By 2008 all states had followed suit.
