How to Arbiter Between Model Based and Habitual Based in Psy Logy

How do we switch back and forth between being boll directed, which is called model based in reimportant ting, and being habitual. And how can we arbitrate between those two response strategy so that we can be habitual or modelled free when we're in an environment where things aren't really changing dynamically? My theory is that we can use instrumental divergence. Because if you don't have flexible control, being gol directed actually doesn't gain you anything. It doesn't allow you to adapt the changes in the environment,. because you're not able to control outcuns, yes.
