The Sinicization of Tibet

There is going to be a Western development strategy throughout the 1980s and into the 1990s of the People's Republic of China in Tibet. There are major projects that are going to be undertaken in Tibet such as the Ching Hai, Tibet Railroad. The Chinese Communist Party officials will state that Tibetans are not qualified for this type of work. In fact, at this point, 66% of all appointed positions in Tibet are now Han Chinese.
