The Enemies of the Universe

In one senario, we might gradually spread to self sustaining settlements beyond earth over the course of a century or longer. There's another in which things happen much faster and more dramatically. This is because it may be possible to build small and extremely ast travelling probes that could replicate indefinitely. If something even resembling this scenario plays out, it would be a pivotal moment for humanity. It seems important to begin thinking seriously about how to positively influence the process. For example, how should ownership and property be allegated? What could ideal constitutions or similar look like? And what rules do we want in place for sending instructions to spacecraft after they've left earth?
