The federal government refused to insure mortgages in predominantly black urban neighborhoods. They helped subsidize the construction of white's only suburbs. Levitown is still majority white, but marginalized communities fought back. After some of these races housing policies were banned during the civil rights era, more and more middle class black families moved into the suburbs.
