Is There a Political Turn in Kant's Politics?
Kant thinks that there are three different kinds of communities that human beings develop in order to realize the different ends. He says culture is a community or partnership for the fostering of human skill which is our perfection. The other form of community is what do you call civilization and it encompasses those norms of order that bring a kind of concord and harmony to human existence. So I think one doesn't have to be, his picture is not like Rousseau in this way of a kind of deliberative assembly that needs to be more pluralistic but encompass civil society as well.
