China's top diplomatic team presided over the negotiations. It doesn't look like there was any Chinese arm twisting or Chinese promises. The underlying issues are all primarily security, military types of issues. What does an agreement on non-interference mean in practice? Do we actually think either of them will reduce their use of manipulating factors which are helping to undermine each other?
