The Life of David Davis
David Davis served as Abraham Lincoln's campaign manager at the 1860 Republican convention. He authored the majority opinion in Exparte Milligan, which is the famous case that essentially says military courts cannot be used to try civilians when civilian courts are available and operational. As a member of the 1876 electoral commission, he was charged with resolving the disputed presidential election between Rutherford B. Hayes and Samuel Tilden. The Democratic Illinois legislature elected him to serve in the US Senate.
