Paul says we must be trained or educated in the present tense to say no. Paul wants us to understand that our present transformation is a process, not a one time event. There's all kinds of wrong and ineffective reasons to say no to ungodliness and worldly passions. You could say no to outward temptation for all kinds of ineffective or even wrong motivations.
