The peace starts off from reviewing a book by nicholas malder on the history of economic sanctions. From the beginning, the conception of sanctions really did have the idea at its heart that the target was to hold an enemy population as hostage. And it seems fairly obvious, i think, we've seen no cases where that hasn't been the case. That whatever the putative targets, and however much we we may talk about smart sanctions or targeted antions, what in fact ends up happening is a drop in living standards for the general population.
