It's almost certain that what shoka was doing, this creation of networks of buddhist transmission and hubs of pilgrimage, definitely did help establish buddhism a dominant part of the subconfrence. But as we've seen in seasons one and two of echoes, the real heyday of puthis transmission lay centuries after ashoka. The moren empire collapsed very rapidly after his death. No single man can control a system this vast, this diverse, this thriving - no matter how convinced he is. Especially when so much of his power depends on personal loyalty from powerful and mostly corrupt officials.
