Paul is talking about how some of his fellow Jews have a zeal for God, but they are lacking knowledge. He says that being ignorant of God's righteousness and seeking to establish their own, they did not submit to God's righteousness. The means by which they are trying to become righteous comes in the next verse in verse 5.
