The Board of Trustees' Role in Faculty Hiring

Is faculty hiring usually conducted by the Board of Trustees or an institutions president, or is it usually, or at least signed off by them? You know, I'm no expert on how it works. There is usually some sort of shared governance, right? But it's not as I hear it from other faculty groups while I was on the ground in Florida. They would tell you that it is extremely counterproductive for them to be cut out of the loop"
