There was a certain rate at which this buffer is flushed, like just every so often. If some one finds a way to get this buffer full enough, they could have their set of addresses propagated way better than others in the network. This means that the presumably mostly honest activity on the network to day is using far less than what the network would permit relaying. And that is exploitable. Some one can.
